Salary: £55,596-£62,546 (Band 3C)

Locations: York, Bristol, London, Manchester, Derby, Glasgow

This is a national and will require travel away from base location 

Contract Type: Permanent.

Job Introduction

The Head of Engineering and Asset Management organisation will lead the Route Service’s 'Buildings' asset management approach to provide the framework within which engineering performance is improved. The organisation will enable the business to continue bringing new assets into route services, manage our existing 'Buildings' portfolio, develop local accountabilities within each Route Services Directorate and work closely with the regions and the Technical Authority to establish clear lines of accountability in a matrix organisation

Main Responsibilities

Lead and manage the maintenance and renewal of the Route Services Buildings portfolio [Building Fabric Assets] to deliver Network Rail’s goals.  Provide engineering and surveying expertise on building fabric maintenance and renewal matters.

  • Review building condition surveys
  • Lead the asset stewardship and inspection of the route / region / function building fabric assets in accordance with asset policy and technical strategy and report tenant lease non-compliance and the monitoring of tenant dilapidations with particular reference to building fabric.
  • Make recommendations for repair and renewal works required and assist with the development and management of prioritised route maintenance and renewal workbanks and plans.
  • Lead the production of maintenance and renewal remits which specify the work necessary to deliver Network Rail’s goals and their inclusion in the workbank.  Oversee the development and implementation of schemes to verify whether requirements are sufficient, correctly interpreted and delivered.  Specify and monitor the implementation of control measures where proposed works are deferred.
  • Act as sponsor for complex and specialist maintenance and all renewal schemes.  Discharge all sponsor’s accountabilities in accordance with corporate policy.
  • Lead the engineering analysis and risk assessment of maintenance and renewals schemes during the early development phase, in compliance with Network Rail’s standards and procedures and develop business cases, where appropriate.
  • Lead the review of proposals from other asset groups or external organisations that impact on maintenance or renewal activity, identify potential synergies and develop optimised plans as applicable.
  • Monitor trends in maintenance and renewal work, asset condition, failure and failure precursors.  Check that appropriate action is specified to predict and prevent similar failures.
  • Provide engineering support and participate in investigations of incidents relating to building fabric maintenance and renewals.
  • Develop and implement processes to maintain records relating to the existence, configuration and modification history of building fabric assets

The Ideal Candidate should have all the essential criteria below

  • Incorporated Engineer  
  • Degree in a relevant subject or equivalent  
  • Membership of relevant professional institution
  • Chartered Engineer or equivalent
  • Broad and extensive relevant experience of operational property engineering
  • Comprehensive knowledge of policies and standards relating to operational property

 

Desirable but not essential

  • Building Surveyor
  • Chartered Engineer or equivalent
